Hands down my favorite cheap food in Waikiki is Ezogiku for their fresh gyoza and shoyu ramen. There's a newer once in the Royal Hawaiian food court, but I like the older one on Kalakaua (down near Gucci) better. Also just a bit out of Waikiki, but within sort of far walking distance or an easy drive, Diamond Head Market & Grill has fantastic food and the best plantation iced tea. They're not cheap, but you have to get a mai tai at House Without a Key at the Halekulani at sunset. It's the best mai tai in the perfect setting. If you'll be there over a Saturday, the farmer's market at Kapiolani Community College is fun and there's lots of good food. They also do it on Tuesday but I've never been to that one so I don't know how it compares.
For poke, if you have a car Tamura's is supposed to be amazing (I'm not a huge poke person, so I've never had it). Roy's also has good poke, but I've never been to the Waikiki one so I don't know if they have bar seating or happy hour specials for it or anything. I also had good poke at Sansei a few weeks ago.

The best mai tai IMO is the 1944 at Tiki's hands down. Their tiki stack is a take on poke, and it's amazing. It's not traditional, though. I've also heard Tamura's is supposed to be the best poke, but I've also never had it. I tend to get poke from Don Quixote (grocery store) if I get it at all. House without a key is still a great option for drinks, b/c live music, great setting, etc, but not because of their mai tai. I get painkillers when I'm there.
Roy's in Waikiki has an outside bar. It's often busy, but worthwhile if you can grab a seat instead of waiting for a table. I can't say I've had poke there, but the chocolate souffle is worth the stop! I wouldn't classify it as inexpensive though.
Sansei has amazing crab ramen. That's pretty much all I order there now. If you're here on a Sun or Mon, they have a half price happy hour from 530-630. The only problem is that people start lining up an hour early.
For inexpensive, it's a bit of a hike from Waikiki if you're on foot, but there's a brand new fish taco shop over by diamond head grill. It's in the same center as Bogart's. H and I ate there yesterday or about $10 for 2 of us. And it was tasty!
KCC and Ala Moana both have a Tues night market. KCC is smaller than on Sat., but it's still got enough good options for a meal.
In addition to Ezogiku the Royal Hawaiian food court has Maui Tacos (good and cheap) and a couple local style places, but I haven't eaten at them, so I can't recommend. Also in that little shopping area is Doraku which has a really good sushi happy hour. I think it's from 4-630, but definitely don't take my word on it.
The Int'l market place is entirely touristy, and I steer clear normally, but there's a brick and mortar garlic shrimp place. Yum! There are also apparently good (and relatively cheap) various asian food stalls, but I can't say I've tried them since the garlic shrimp always calls to me. Puka dog is there on the kuhio side. It's a sort of Hawaiian twist on hot dogs, with relish like mango lilikoi. It's not my thing, but I know people who love it.

It only just opened. I was all excited that they have breakfast burritos which are hard to come by here, but they don't open until 8 unlike Bogart's next door which opens at 6.
