So we got a new roof. City permit fees were included. We wanted a solatube installed too. The roofer said his business neighbor does solatube and they use them for install. So we got it.
We had a city permit for the roof. When inspector came, they saw the solatube and denied passing our roof inspection since the solatube was not permitted. Roof company said solartube guy would have to go pull that permit. Solatube company said the roofer should have pulled it when he got the permit for the roof. Roofer offered to go pull it after the fact but the city denied him since he wasn't the installer. Solatube company tells me they don't pull permits so I have to personally do it.
I just spent FOUR f'in hours in the city permit office trying to get the permit. There was major issues and they were horrific to deal with. After the third hour I was so angry and said to the manager "no wonder people never get permits in our city". It pissed him off so much that he added $40 to my permit. I asked why he raised the price and he smiled (in a assy type of way) and said "I added a fine for obtaining your permit after the fact". So all in all, I paid $125. $85 for the permit and 40 for the fine.
I didn't feel like I should be responsible for any of those fees. I purposely hired top of the line installers who have city licensing. I called the roofer first and explained the situation and told them that between them or the solatube installers, I feel they should cover my $125 fees, since I was not told about this. Neither want to pay a penny, but the solatube company said they may pay part of it just to get my returned business (I planned to get two more in the future).
Now I'm wondering if I was irrational since I was so angry. Should I expect one of them to cover all the fees?
Did either of your quotes include the permit for it? If not then I wouldn't expect either of them to pay for it. They definitely shouldn't pay the extra $40.

My roofer included $125 permit fee in the total cost we paid. So we paid for that permit. (roof permits cost more)
The solatube company said they never have to get permits. Which is false. In our city you have to. They someone just avoided it in the past. We paid them nothing for permits.

I know. He was just so rude to me I couldn't take it. At one point he told me I wasn't the homeowner because their records were wrong. I had to go to our safety deposit box to get our deed as that is all he would accept. Then they spent 20 minutes trying to verfiy my deed was legit.
Now they are coming in our house tomorrow and we could have huge mess. I didn't realize the city requires permits for TINY things. We may have lots of fines and hassles after tomorrow.

Of course you should pay for the permit. But you might be able to get the solatube company to pay the $40 late fee. They should have known you needed one, so it was their fault it was late.
I don't see why the solatube company can just say that they "don't pull permits" if permits are required for the items they are installing. I mean, do people only ever get a solatube installed at the same time they get a roof done so there's always a roofer to pull the permit?
In any case, if it wasn't included in your original contract with the solatube company that they would pull a permit, you're probably on the hook for it. The roofer fulfilled their contract by pulling a roofing permit. If the solatube people never agreed to get a permit for their portion of the project, then it falls to you.
I know it sucks , but if you're already spending almost $15K on a roof and solatube, $125 isn't a huge deal in the scheme of things. It's probably not worth fighting over.
And the past tense of the verb cost is cost, not costed. The sola tube cost $525. Sorry, that's petty, but it drives me nuts.

I already paid the whole thing. I just asked that they reimburse me for the fee since they told me in advance that a permit has never been needed for any of their clients. I don't believe that. They said they do thousands of solatubes in our city each year as the #1 vendor. I felt they should have told me and was negligent not to.
But I so want this to be over and you all confirmed that I should not persue this.
Is it just me or are you getting in fights with people ALL the time? Didn't you just get into it with a police officer last week?
yes, and it makes me sad that you bring that up. I was just thinking the same thing. why do I have so many issues with people.

You are very right however when I walked in the office and asked for a solatube permit, the guy aske what a solatube is and when I told him, he replie "you don't need a permit for that" and I had to explain the inspector came out and insist we did. I don't think I coul ever trusts them.

Well, YOU would have been paying for the permit, regardless of who pulled it. Either you'd pay them to get it, or you'd get it yourself.
However, they should have known you needed it and should have included it in your contract and charged you for it. Since they didnt, and there was a fine for it being late, then the company who installed it should pay the $40 fine.

I agree that the solatube (I have no idea what that is?) company should pay any late fees. They should have told you to get the permit when you requested the service. I don't have a ton of experience with this kind of thing, but I assume most homeowners don't (at least not those who haven't owned a home for decades) and the company providing the service should know the rules since they're the "experts" and tell you what you need to do. Maybe that's not standard, but I think it would be good business.
However, if the late fee isn't even legit then perhaps that's an issue to take up with the permit place!
In the end, I guess I'd decide how much this money is worth to you. If I recall correctly you aren't hurting for money and it might just be easier to let this go, especially since as you mentioned the solatube company didn't make much money off of you anyway. I'd be more likely to pursue it if it was the roof company since you just paid them several months of my salary

Did you really think there was actually such a fee? How about you just chalk it up as a lesson learned and control yourself the next time you have to deal with someone in that type of position? You sound ridiculous.

On principal, I would get try to get them $$$ I was double charged back. But if you are this Angry about it that you have to weigh your stress in dealing with the situation in comparison to the the amount he overcharged you. I once was over charged $400. After a year of dealing with it I decided to just let it go. It was not worth a year of aggravation.
Fees for pulling after the fact are legit some places, but if not there I'd go after the permit office with a vengeance. I don't accept government corruption like that. He probably pocketed it. They have far too much power as it is, abusing it is so beyond acceptable I'm livid.
