Nurse, NONE of your examples are about changing seasonal decor. NONE. Changing the fabric of a cheap chair you got from goodwill is JUST DECORATING. Not changing your decor for summer.

My mom started doing this with a lot more gusto recently - this coincides with her increase in disposable income
She has bought me some seasonal pillows and throws. They generally either get regifted or stay in storage indefinitely. I just don't have the time nor do I really care that much

I think the OP was specifically NOT talking about changing seasonal decor. It was about changing your decor SEASONALLY. I.e., the living room will look different this summer than it did last summer and it will have another style next summer. Not the that the summer look is different than the winter look.
ETA: "I don't mean, "take down your Christmas stuff," or "put floral throws on the sofa instead of snowflake throws." I mean "put out a different area rug, different sofa or sofa slipcover, totally different home accents, and new pictures on the walls."

I don't, but mother-in-law does this. She swaps out wall decor, bedding, throw pillows, dishes and general little knick-knack type things each season. I get exhausted just thinking about this.
We painted the living room and kitchen in July. The den still has the white walls that were painted just before we moved in. I anticipate painting all three within the next month, changing the color of the living room and den, and switching the shade of gray that's in the kitchen now (it's too cool, I'd like it to be a warmer gray with red undertones).
Mama, don't use a sofa then, use chairs! I got this slipper chair at Goodwill for $6 last month, it was a hideous brown velvet so I stripped it down and recovered it with some fabric my MIL gave me. It's been in the living room (we needed extra seating since the Christmas tree replaced a larger chair) but I think it'll go in the den soon. And when I get tired of that, I'll probably recover it and move it to one of the bedrooms.

Huh? She has very few things that remain constant - like a mirror in the entryway and lamps on the end tables. Other things change, and I would not consider them all seasonal items. She does fall colors, then lighter colors in the spring. But it's not like she's just switching out pumpkins for Santas.

I was talking about people who have a completely different look each season and have all or mostly different things each season. Usually this would be in colors that suit the season, but it is not the same as putting out throw pillows with bats on them at Halloween. Am I being less confusing now?

I mean, it was hard enough to just decorate our house for everyday stuff. I don't have the inclination to have to come up with seasonal decor on top of it.
My grandmother did this. Different throw pillows, candy dishes, dish towels, bathroom towels, guest room bedding. On a related note, my mother uses an obnoxious Christmas serving bowl year round and for some reason it drives me CRAZY. I don't want to stare at Santa's creepy face more than one month out of the year.
