Your stripes do jump out from the rest of the scene to some individuals who have ADHD. If your coworker has the condition, then it is upon her to discuss it with you rather than to make sniping comments at you.
The politically safe response is to say, "Thank you. How's your day?" in a sincere-sounding voice and then move on. Responding otherwise may give an improper impression to bystanders.
The comment really should be harmless. Who's going to destroy one's career advancement opportunities based on gossip over how "loud" one's apparel is? Your coworker will undermine herself in others' eyes if she does.

Hi Joseph! Welcome to MM! GBCN stands for Goodbye Cruel Nest. We all used to post on the boards on thenest.com. They made some changes to things there that made it nearly impossible for any of us to post (Super jacked up and slow). So we came here. If you are interested in talking careers, I should warn you that we are not often posting about money or careers.

Well dang it! Maybe I will get lucky and find it in my local store. Fingers crossed!
Eh, maybe I'm socially awkward too, but I've totally called a coworker's outfit bright before. I didn't mean it as an insult, just a fact. I guess I'd usually follow it up with "It looks really good on you - I couldn't wear that color!" but it's the same concept.
I'm also the type to say something is bright and mean it as a compliment. I generally follow it up with something like, "we need something like that on a dreary day like today," or, "Perfect color for this weather," although the accompanying comment doesn't always make it out of my mouth. This is from someone who adds charcoal to the black wardrobe to mix it up a little.
First, that is NOT bright. Secondly, I'm a smartass and if I were to say "wow that's bright", it would translate to "Holy fuck, are you trying to blind me?".
