So we are going to an extra fancy wedding this weekend and I just realized I don't have anything suitable.
I am squeezing this into my budget so if it can be $50 or under that'd be awesome.
I don't have time to order this so if it can be from Target or a department store that'd be best.
As for style, I'd prefer something that I can wear a normal bra under, so no straplessness, spaghetti straps or halter tops. I'd also prefer no empire waists if possible.

At that price point I'd hit the clearance rack of every department store at your local mall, starting with the low-end stores like JC Penney. (I always start at Boscov's but they're a mid-Atlantic chain and I'm not sure where you live). If you have the ability to do minor alterations/repairs you can probably find something under $50.
I may have given up on life, because I'm thinking about shopping at Dress Barn for my SIL's wedding. But I walk by one sometimes and they have cute dresses. And it's 20% off today in store.

Sometimes Dress Barn has some cute stuff. The first time I walked in there I had no idea that it was supposed to be an old lady store...so what does that say about me?

I tried this on over the weekend, for my IL's 50th Anniversary party:
(they have a little shrug cardi in one of the oranges in the dress)... it was adorable!
I know, I just have a mental block because my mom LOVES that store, and I'm not ready to be a 59 year old woman!
But there's one I walk by when I go to lunch in the city and the dresses they have in the window are so bright and cute. And I know they have larger sizes. So.... basically exactly what I'm looking for.

I haven't been able to make myself walk into a Dress Barn, but I've bought at least one dress from there on consignment. They do have some really cute things.
If its an evening wedding, should I stay away from colors like the blue or the purple or do they look evening enough? I haven't been out to a formal event in forever I'm a bit rusty.

Not sure where you live, but do you have a Nordstrom Rack close by, my sister just scored a $32 Amsale evening gown there. What about Lord and Taylor, they have good sales? Any department store would be a good place to start. Are you looking for long or short?
