The thing is that this seller STILL has 100% feedback! She has like 550 feedbacks with 1 negative, my 1 neutral and now 4 other neutral lol. But it still works out to 100% positive. So I don't know why she is flipping the fuck out.

Crazy! I think she is borderline harassing you now. I would just report and ignore. Or, report and send her a message that asks her to stop harassing you. That message was pointless and uncalled for.

I did message her and ask her to stop contacting me and I think she will because now if she contacts me she will be directly violating etsy's terms. Actually, I hope she does message me so I can report her again.

Well she probably bribed or guilt tripped anyone who left negative or neutral feedback. Just look at how she is acting towards you.
Change your feedback and tell them she's harassing you even though she got money and you never received the item. Any issues with USPS are the sender's problem, not the receiver.

I may be wrong, but I'm fairly certain that neutral feedback doesn't affect their rating at all, so someone would have to go in, after seeing their 100% positive rating, and read the neutral feedback, and your neutral feedback clearly places blame with the post.

I think you're right Monkeybabe because neutral is not negative! It shouldn't count against them bc it IS NOT BAD. The seller clearly needs someone to give her the definition of neutral.
