I've only done it a couple of times, only to distract when I didn't have my own snack pack with me (I am smarter now and bring them everywhere) - but I didn't think it was a big deal. I also have a kid who throws stuff so I usually dole out portions from another part of the cart and feed him so that he doesn't throw it/make a mess/I forget it. I am usually either wearing him or he is in the front part of the cart "separate" from the food. It's usually loose stuff, vs. a pouch. I don't give stuff like fruit bc I want to wash it first anyway.
ETA I got to Trader Joe's a ton and they have fruit in packages of 4/whatever mostly so if you eat some, it's ok. Their fruit/veggies are sadly over-packaged! Anyway - that's the only place I've ever seen people eat fruit from (a toddler eating a pear once - which was kinda gross bc those aren't all that clean.) They also really encourage people to try stuff if they want to, and return it/not buy it if they don't like it. Whenever I've asked a cashier if they've tried this or that (they have tastings that they do for employees constantly for food and booze-a-hol) they just tell me I can try it now if I want to.
Lol at all the mistaken stealing worry. I think I'm less likely to forget since its specifically on my mind. I've mistakenly stolen things on a few occasions because I put everything in the bottom of my stroller while shopping and sometimes miss small stuff at checkout. I feel bad, but I never notice until hours, if not days later.
So you take them back to pay, right? Maybe your stroller isn't the best place to put stuff if you are stealing items. That costs the stores money and drives up the price for everyone. Stores have to make up that lost revenue somehow and in the end it hurts everyone. Yes, it is small, but those small items add up.
I live in NYC, I don't have an option other than the stroller unless I only wear her when I go to the store. No, I do not go back days later to ring up an 88 cent candy bar. This has literally happened maybe twice in a year. Meh.

When I worked at CVS it was considered stealing if you ate anything before paying for it (someone got dinged for opening a bag of chips in line before paying) so now I'm always afraid to lol. I bring my own treats or grab one of the free cookies at the bakery.
