I always recommend Paula's Choice products. I, personally, don't wash in the morning anymore (I used to when my skin was oily). If I feel like my face is oily in the morning, I will use a toner. Whether I use a moisturizer in the morning depends on what make-up I will wear. If I am going to wear mineral powder, I will use a light moisturizer. Otherwise, I use a tinted moisturizer (Laura Mercier). I prefer to not use a moisturizer in the mornings because it doesn't absorb quickly and the humidity here makes my make-up come off.
At night, I always cleanse and moisturize. Sometimes I apply an anti-aging product. I am not sure what your skin type is, but here are links to some of my favorite Paula's Choice products:

Haha. I was going to ask if a routine would even help. At least it will make me feel like I'm fighting the good fight.

I am here, lol I use cetaphil face wash and moisturizer (with SPF 15) and wear a hat and actual sunscreen if I am out in the sun. My skin looks just as good as when I used expensive products and that was 10 years ago. I mean I have a few wrinkles but I am turning 36 next week I think it is unavoidable.
I wash my face every night & have for as long as I can remember; I use Aveeno. Sometimes I'll also use my Mia with a foaming Aveeno. Then I use a night cream & eye cream (using Olay gel now). Every morning I do a quick wash with Dove and then a light moisturizer with SPF (I think Olay is what I have now). I also drink a ton of water which I think does a lot as well.

I wash and moisturize at night and moisturize/sunscreen in the morning. That's it. Maybe I should use eye cream, but most of the people that tell me that are trying to sell it, so I use it inconsistently. Mostly it's just moisturizer.
That being said, my skin is not amazing. I am fair, so no help in the genetics dept and I started taking care of my skin on the late side.
You should request that each poster who suggests a routine also accompany it with a makeup-less face, so you can judge whether her routine actually works. LOL.
I would start cleansing and moisturizing at night and see how your skin looks in the morning. If it's oily in the morning, use a toner and a moisturizer. If it's not, then splash with water and go about your day.
I like the chemical exfoliants that I posted links to above. I have a Clarisonic, but I don't use it consistently.
Oh, I also like Mario Badescu products for acne prone/oily skin.

I use mostly Paula's Choice and Clinique products, but what's going to be best for you depends on skin type.
I think the basics are a gentle cleanser, a toner (one loaded with antioxidants, no drying ingredients), chemical exfoliant once a day, probably an AHA for you since you mention roughness and unevenness, daytime sunscreen with antioxidants and nighttime moisturizer with antioxidants. A retinol product could help as well.
One nice thing about Paula's Choice is that you can chat with a CS rep and gey advice, then buy samples to try instead of full-sized products.

The only thing that's not really basic is retinol. Chemical exfoliants are gentler than scrubs, and other than that my recs are mostly in line with what others said.

Lol, no really, it's easy! Morning: wash if needed or just rinse, moisturizer, sunscreen. Evening: wash, Stridex (not daily if skin is dry), retinol, moisturizer. Easy peasy!
I'm only half. My dad's German side (and perhaps some unwise choices in my youth) have left me so freckled my mom says it looks like I have fly poop on my face. Damn Hapa genes!

I have extremely dry skin, so maybe that influences it, but mornings are only cleanser, toner, & moisturizer with sunscreen. Nighttime is the same cleanser & toner, AHA, and moisturizer. 5 because daytime & nighttime are different. It's a fast and easy routine, but not everyone would need daily exfoliation. I do use 6 products, but again that's because of my skin type and specific concerns.
Cetaphil with a clarisonic in the morning. its battery has been dead for weeks and I never remember to charge it. I just manually move it around my face. Cethaphil at night by hand. Oil of Olay moisturizer with sunscreen in the morning, a heavier Oil of Olay moisturizer at night.
I used to use a retinol. I need to remember to grab some now that I'm done nursing. That really helps with skin cell turnover.
I only wear mascara and eye liner if that means anything. My skin is sensitive to make up.
*Not an expert I use Olay cleansing clothes for normal skin in the morning and night. The cloths are huge so I cut them in half to last longer. I use Clinique Skin Defense with SPF 25 every day. At night I use the yellow clinique lotion in summer and Nivea cream in winter cause I'm so dry. I stay out of the sun and when I'm in the sun I wear SPF 50 and reapply every 2 hours. This is from about about a year ago the day after DS was born but it was the most recent with lighting bright enough to see my skin situation. Blech i hate not having makeup but there you have it. I'm 29. PDQ

Thank you! Must be the Nivea. In high school i read an autobiography of a Saudi princess. She and all her sisters/cousins who are all princesses used it to prevent wrinkles. I figured I would use princess lotion too lol.

Do you exfoliate? I use Stridex pads at least once a day and it has done wonders for my skin.
Inconsistently. I have a mini skin brush thing.
Is the Clarisonic thing worth it?
If you have dry skin I am not sure the Clarisonic is worth it, its great for acne, but I am not sure about dry skin. As far daily routine, I think for most it takes trail and error. (I break out if I don't wash daily, but I know others dry out to much it they do wash daily)

My skin are routine may not work for you because it depends on what type of skin you have.
However, this is what I do:
1. Never use soap on you face. 2. I remove all make up by slathering coconut oil on my face and then applying a hot face towel and wiping. I add a very tiny dab of coconut oil, if needed. 3. I exfoliate with baking soda a couple of times a week.
That's it. Whenever I feel like there isn't enough moisture on my face, or after exfoliating, I'll slather on a deep moisturizer from the Regenerist line by Oil of Olay.
Most people say that I look much younger than I really am, so I guess this routine works for me.
