Is vrbo the best place to browse? Any tips? We're thinking about a trip to somewhere near Tampa (maybe St Pete Beach or Longboat Key) and want to rent a place with a separate bedroom and kitchen since we'll have a 2 year old

I've used VRBO, Homeaway and Flip Key several times each. I don't really favor one over the other. I usually browse all three and which ever has the best places with a price I like and favorable reviews is what I go with.
You can also look at vacation rentals on Trip Advisor (choose that option instead of hotels for a location) to find other property managers renting places. I've done that a few times as well.
Do owners tend to drop prices when the dates are getting closer? We plan on traveling during the off season so I'm wondering if it will be beneficial to wait until we're about 30 days out
We used airbnb to rent a house for our last trip and had a good experience with it. Just make sure that you'll have the whole property to yourself. A lot of listings on airbnb are for a room in the owner's house.

The Resort at Longboat Key Club has junior suites and 1-2 bedroom suites that have full kitchens (no oven but it has everything else- range, microwave, dishwasher, etc) and washer/dryers. They do also have rental properties but I think their shortest stay option is for 1 month.
I have used homeaway.com many times with success. I just make sure to check reviews and contact owner with questions to see how they respond before booking.

airbnb.com is great. Just make sure you choose "entire home/apt"
But I actually have had good luck with VRBO and they have really updated their site where you can pay through the site and not have to deal with sending checks to the owners and what not.
