Well, I just asked DH about this and he says that the reports are not confirmed, and there's so much bullshit propaganda flying left and right that there's no way to know what, if anything is real anymore.
For example, it seems that the BBC reported that a Russian colonel had ordered some Ukrainian police officers to be under his command, and it turned out that the guy was just some local petty criminal trying to get the police to do what he wanted them to do.
All that is to say that it's possible this isn't true. I really, really, really hope that's the case.
This has appeared only once in my Twitter feed, from an entertainment gossip guy, and my feed is full of Russia/Ukraine news at the moment. I want confirmation as well.
I'd heard they were asking/demanding everyone report their assets, holdings, and register. When I heard about it, it was said they were doing it to force everyone to get a Russian passport and if they didn't, they were going to take their shit and kick them out.
This can NOT happen again. The world cannot let this be repeated.

It's scary because so much of it does seem reminiscient of the 1930s. I mean the world has been paying attention, yes, but you would think the global reaction to Russia's actions here would be much stronger than it has been. And now this?

What. The. Fuck.
My Russian is rusty but the letter posted does say what is being reported. However, I could have printed that shit out - it doesn't reflect any systematic or legal registration system beyond some assholes printing shit out. It sucks no matter what but anti-Semitism in Ukraine isn't a new thing, sadly. However, Jew haters supported by the Russian government and legal (or worse) consequences for non-registrants? THAT is scary and that is where the world needs to intervene.
Not just Ukraine, but I feel like most of Europe has completely forgotten about those two silly minor wars fought less than 100 years ago (soon to be 100 years in June).
Someone on FB is translating that to say that this is being ordered because the church that wrote this says that Jews have been complicit in the protests in Kiev. So how is that consistent with Russia's message than the protesters are anti semites and facists who hate Jews?
My stomach just dropped reading this. I'm hoping it's just some sort of twisted propaganda (not that that would make it okay, but it'd be slightly less alarming).
