If it's for work - I put it on before I dry my hair. If it's going out in the evening, I put it on after my hair is dried. I'm not really sure why the difference!
I always wear makeup, except when going to the gym. I put it on first, then do my hair. I feel like I get a more accurate picture of cuteness with my hair if my makeup is done as well.

I do this too. I hate staring at my fugly mug without makeup if I'm broken out

After my hair. I don't like the feeling of my hair blowing around my face after I've set my makeup. I'll just bobby pin my side bang of out the way while I do it.

I dry my hair and get dressed before applying any makeup. I tend to blowdry my hair when I'm wearing just a towel because I hate my clothes getting damp from dripping hair. Make up is generally the last major thing that I do.
I have a process. Dry hair clip back the top section, apply foundation style my first section, do eye makeup, style the second section, apply eyeliner and blush, do the final section, get dressed brush out hair apply mascara and lipgloss

I rarely wear makeup, but I do my hair first, because I prefer to do my hair while it's wet. I do makeup while it dries. I never actually blow-dry my hair. I also put a heck of a lot more effort into my hair than my makeup usually, so I do hair first, in case I run out of time.

After. I have a shit ton of hair and can sometimes sweat a little bit when blowdrying...especially in the summer. So I do it after so as to have fresh makeup.

I should say, I only really do makeup when going out, so my hair is typically already dry (I shower in morning). If it was wet, I would probably blow dry, make-up, style.
You makeup first people-how do you prevent your hair from getting in your makeup? I have to push it back with a headband to keep it off my face!
I think this may boil down to a priority of hair or face. I think the hair makes a look, so, I do it last so it doesn't get screwed up in the interim. LOL.
