I'm looking into the differences between a car allowance and a company owned car. I'm also trying to figure out who pays insurance for a company owned car and if the tax rate for an allowance differs from regular income tax.

I have to provide my own cup at work because they will no longer budget for cups.
BUT. My dad has always had a car. He gets to pick it, but it has to be under a certain amount which is directly related to how long he's worked there. A cc is provided to them for gas. I don't know if this is helpful at all.

A good friend of mine is an adjuster for a popular insurance company. He has a company car. The company pays all gas, insurance and maintenance. He can also drive it after work and they still pay gas.

DH's employer pays all expenses for his corporate minivan. He's allowed drive it for personal use, but we pay for the gas if we were driving it up to Canada.

Im in HR at my company. We pay for the gas/ins/maint of our company cars. The guys (techs/engineers) can drive them home at night but we request they dont use them as personal cars on the weekends. Our sales associates are given a car allowance which is a non-taxed reimbursement.
Our engineers get a company truck; maintenence, insurance, and gas are covered. They also receieve a (very small) vehicle allowance with each pay check. I think this is because there is a hassle of trying to 'house' the truck at their homes. Thare are not to drive the company cars for any personal use.
My hubby has a car allowance and he has a company credit card that he uses to pay for all his gas. He has a choice between that or a company car and this is way more financially beneficial to us.
