For those following along at home: I'm sending DH down to the possibly sexist permit guy tomorrow armed with every drawing of our kitchen permit guy asked for and a fully highlighted copy of the Historic Building Code. Especially the meaning of the word "addition." Laundry chute or die, motherfucker. This is my hill.
Cabinet guy is coming for design meeting on Saturday. GC has (pretty much) agreed to our max budget; there may be a good bit of DIY involved. I'm sure there are a million ways this can still fall through, but I'm starting to get excited.

I wanted to add that if you do think it is one guy being a jerk and the code is in your favor, don't hesitate to call your state's code office. I've had to do that at work before. (In my situation, I was using a plumbing code exception that our city said they couldn't find in their code. So I called the state plumbing code officer and it turns out my city was using an out-dated code (they had not incorporated the amendments). The city was a little sheepish about it when I told them.)
