I would include your Master's Degree on your resume for sure, as well as your internships that directly apply to this position.
I include volunteer positions on my CV because in the nonprofit sector these are often directly applicable. For something like this I would definitely recommend you do the same, which would also help with the 7-year gap.

This seems like the sort of position that a real-life person would be reviewing the applications and cover letters (as opposed to a computerized scanner), which is a good thing. I would include your master's but word it in a way that focuses on the courses you took that were applicable to the job, and not the actual degree. I'd also definitely reference your volunteer/internship experience.
I don't know if I'd use the term "starting over", but you could talk about being ready to utilize your skills and experience in a more (formal? professional?) position. If you are still worried you still come across as over-qualified and over-educated, emphasize that not only are you are well-suited to this position, but the position is well-suited to you and your professional goals at this point. I just hired a woman with a big gap and a masters degree to be an entry level admin, because she made it clear in her cover letter (and subsequent interview) that she had kept up her administrative skills but was also looking for the exact job I was offering (part time, admin work, in the education field). So I wasn't worried she was just applying for anything and everything.
I would include your Master's degree on your resume, but be sure to expand on the specific classes/internships that pertain to this job (in another section on your resume, maybe Career Highlights?). I think in your cover letter, you can make it clear that you have the relevant skills and working knowledge this position calls for, and you can explain how you can apply those skills to contribute to the success of the company. Like PP said above, touch on why this position is a good fit for you, not just why you are a good fit for it.
