I would suggest a resolution, as it's not super clear what you want. Maybe request replacement/reimbursement and better lost and found procedures. I'm guessing you'd like to have the employee punished, but that doesn't seem like something that they'd share with you.

I like this--something along the lines of "I would like this resolved in house by 7/18. If it is not, I will be pressing charges and will be reporting this to the BBB and corporate headquarters."

I would ask for your ipad to be returned in it's original condition or for a replacement. I'm guessing that Jessica probably destroyed or damaged the ipad after you locked it.
I'm also guessing that somewhere in the fine print it says the company is not responsible for items left in their rental cars.
I would talk really nicely to the owner and frame the whole situation as a problem. His problem and your problem. Like, hey poor owner dude, we both know that you have a liar and a thief that works for you, if she's lying to the police and stealing iPads just think about the other stuff she could be doing... I don't want to get involved with all of that, I just need a check for $687.54 so that I'm reimbursed for the iPad and case. I know that I could press charges and write all sorts of online reviews, but that doesn't solve either of our problems. Maybe she didn't know the procedure for handling a missing item of such a high dollar value.
ETA: except NOT those words - just the general sense that you know he has a bigger problem, and you have a solution for the immediate problem at hand. People like to be problem solvers, they don't like to get yelled at

I would definitely ask for the iPad to be replaced in operable condition and if not that then a check for the replacement amount of a new iPad and case. Other than that there looks good. And you should leave in ms.bitchface instead of putting her name in the report.

This is where I am. As much as it sucks and she's obviously lying, I'm pretty sure you signed away any liability for forgotten items.

I agree that I would give the owner an idea of what you are expecting and the total replacement cost you expect -- you need to just put it all out there so there's not a lot of back and forth.
Unfortunately, I do agree with what others said that you likely signed a waiver that "the company" was not responsible for items left behind. I would hope the owner might "make good" just to make it go away, especially since you have a crazy amount of documentation, but possibly not.

I disagree - she's giving them that amount of time to contact her back, not completely resolve it. IMO they should be calling her upon immediate receipt of the letter.

As the owner though he has a responsibility to check into things before getting back to her. And there's no guarantee that he's going to read it (or have time to really read/understand it) the day he get it (via mail or email).

You've probably already sent this, but after reading I'm wondering: if you spoke with Jessica, presumably at work, and the iPad was at her house, how would she have been able to turn it off immediately after you called?

i assume she lives with someone (family, friend, boyfriend) and called them and asked them to turn it off.
Even if the company has an official line saying they're not liable, I doubt they would want to ignore you. It wouldn't reflect very well on them to have an employee involved in criminal proceedings.

If Ms Bitchface had opened the van door and the iPad fell out and crack and was beyond repair, I think we would all agree it's too bad, so sad.
