No, she can't just have the money. If she actually has the balls to ask for it, I would say, "you didn't like the gift?" followed by "let me check my account" and then just don't

that is just so weird that they say they received it - returned it and then have it back on their list. I wouldn't do anything and would just forget about it. and holy balls if she ever asks you for the money. I'd be floored and would hope that would never occur to anyone to be that rude.
I wouldn't do anything. You gave a gift, she returned it, oh well.
The chances of someone you don't know calling you and asking for the money for the gift she returned are pretty slim, or at least I would hope they are. If it does happen, please post here with the details of what she said and we'll help you at that time. lol.
I was going to suggest that someone got them a duplicate item ... I've attended showers where I gave X item from the registry, only to see that someone else brought an identical item because they don't know how to check the registry or have their purchase scanned at checkout and therefore removed from the registry. But it's weird that it'd go back on the list as a Wanted item.
Would you just forget about it?
Yes, I would.
What do I do if the fiance contacts me and asks if she can just have the money?
"What do I do if the fiance contacts me and asks if she can just have the money?"
- Do you have reason to believe this would happen? Because that's very ballsy... and weird.
My guess would be that she got a duplicate from someone who didn't update/scan the registry, and when she returned yours, it automatically put it back on her registry (which she might not be looking at anymore now that the shower is over).

It is probably back on their list because they only created a registry so they could return stuff for cash.
I would not mention it, but I might give her cash if she mentioned an error returning it. I doubt she would though -- I kind of appreciate that she was trying to be discreet/polite. I mean, who among us has never said "Oh thank you so much, I love it!" about something we didn't really want, lol?
I know she could have gotten 2 (not sure why she wouldn't remove it from the registry then)--I didn't think about it being damaged, but wouldn't you think the store would just exchange it or do they do something different if it was sent online? I would not be the least bit shocked if nephew asked for the money...poor manners/lack of etiquette is not something which would make a difference.

This was my first thought. Joke's on them as they didn't actually get the cash back.
I would let it go. IF she does contact you and want the money, which would shock even my non-pearl-clutchy self, I would probably just give it to them. What I would WANT to do would be to say, "oh I'll get you a Target gift card for that amount", and take my time doing it, but then I would get over it, give them the money, and move on.
But, yeah, if they ask for it, you HAVE to come back here and let us know how they went about that request.
giving a Target GC if they ask for the money is a VERY good idea!
I completely missed the OP but wanted to point out 2 things: On my recent baby registry I received several duplicates, despite things being clearly marked as "purchased" online.
When I returned items, depending on the store, they often just returned to the registry, rather than still being marked as purchased.
Again, without seeing the OP I don't know what exactly we're talking about, but whatever you're seeing on the registry may just be the default of the system.

agreed with duplicate items, especially because it's target ...I got 4 hammers, same hammer, the one I registered for except my registry showed me as still needing said hammer, all people said they used the registry (and had gift slips to prove it) and the others items they bought did come off the registry. Hammers 2 and 3 I made a cute comment like "we'll keep this in the garage (we don't have a garage) and "one for upstairs one for downstairs)...at the 4th one everyone was like "Target sucks"
