I would say yes but not for your average dog. Certainly breed (and owner) dependent. I have friends that train and teach agility and I feel as though their pups were born knowing basic commands.

Sure. Getting the command isn't the hard part. Listening to it 98-99% of the time is a different story. I'd be irritated because these are usually the people who are all "omg he usually listens so well!" while their dog is ignoring them and charging my dog.
I think most dogs get "sit" and "come" quickly. Especially if there is a treat involved. Fosters and breeders teach these early on. Maddie knew to sit when she came to us at 8 weeks. She didn't do it always though. That took another month or so. She is part-poodle though, so she gets stuff pretty fast.

Not a clue. The last time I spoke to this FB friend was during the 2012 election when she berated me for voting third party. So I think it's safe to say I shouldn't ask her what breed her preshus snowflake is.

OMG I just can't. SO MUCH CUTENESS. and no, that tiny dog is not doing all that. except, that it's legs are so short it probably looks like it's always sitting.

My dog sat right away and he is as dumb as a box of rocks. The rest of it, not so much. This is probably the dog equivalent of all the bumpies who claim their twy sentwa kids are talking at 4 months.
Probably. My pup (10 weeks now) can do those things, but his breeder started doing basic training pretty early, which has made our job easier. That said... while my pup KNOWS these commands, its a totally different thing to get him to do them while there is any kind of distraction/more interesting thing to sniff around. Puppies are most eager to please at the 6-12 week mark, and then they often get an independent streak that can mean going back to the basics to really master the commands.

maybe--when we brought home the new pup, she mimicked our older dog. She trained very quickly between following her "brother" and learning our commands.

I foster puppies and most of my pups know to come when they're called (usually it's the tone of voice, not their actual name), sit, "go out" & "crate" by 8-10 weeks. Her BYB probably gave it some foundation training.
