I thought you were going to say this is a little local agency. It's Avis? Heck yeah call corporate. I also didn't realize they were franchised. My mom works for erac and I can guarantee they wouldn't put up with this crap at a branch.
Just tell the story succinctly in a public forum and ask corporate to intercede. Go to the Avis FB and post:
An Avis employee stole a $900 iPad that I inadvertently left in a van that I rented last week. Police even traced it to her home, yet she denied it! My iPad has still not been returned. The owner of the franchise I rented from seems unconcerned about either my stolen property or the dishonesty displayed by their employee. I hope you can help me!

Not sure what your concern was exactly, but I can see how the bolded could be problematic. Can you just say something like the iPad was removed from the van and police traced it to the home of an employee? I think I would just keep it fairly basic and factual. Frankly, the facts are damning enough without the need for embellishment.

Rewording it might help a bit. Something along the lines of:
I was dropping off my rental van after hours and used the key drop box. After dropping off the keys I realized that i had accidentally left an item in the vehicle. I immediately contacted the office when they opened up the next day in order to retrieve the forgotten item and was informed that nothing was found. And then continue on with the rest of the story.
Just found out DH has a friend from college who writes for the Consumerist & appears on Fox Business every once in a while. If you get no satisfaction I could get his email at least.
