I'll pay up to $10 but I will splurge up to $15 for a really great color. I would never spend over that though for regular polish. Even the CND shellac I buy is usually $12-!5.

Most of the time I buy Essie, but I stock up on Chanel when I'm at the duty free shop and have foreign currency that I need to get rid of. It's a nice little treat. I will say that Chanel never streaks, unlike some Essie formulas.
I spend around $10. I've bought one butter London. Does anyone find the more expensive ones last longer?
For me they last longer. The one main difference I have found between low end and high end polish is that the high end ones tend to be more pigmented and you can typically get full coverage with one coat whereas some of the low end/cheaper polishes require anywhere from 2-4 coats.
The trick to making polish last longer is to find the base and top coat that works best with your body chemistry. Once you find it you can easily get 7-10 days of chip free polish as long as you dont have a job that requires constant hand washing or submerging your hands in water all the time.
As for the CL polishes- I want to see them in person to check out the colors. If I like one of the colors I will probably get a bottle.
Spending $25+ on a bottle is not something that I normally do but if I like a color I will splurge at get it. I have 10 bottles right now that cost $20+ (discontinued EPs and Chanel)
