I would not. Maybe just maybe if it were in a sealed package and I was walking home from the market and seeing made me realize that I forgotten to pick up chicken. But probably not.
And cue thinking that people might be serving free pile food to unsuspecting guests.

I would like to say no to this, but the fact of the matter is we took 6 frozen pork roasts (the giant ones you get from Costco's, I mean, in manufacturer's cryovac seal, no expiration dates) from some random dude at the rest stop on 684 in Katonah, CT once, so ... I'm still going with "No." We gave them to our food pantry, but only after we ate a portion of one and didn't die. We told the food pantry someone gave them to us, but left out the part about the rest stop.
NO. I have no idea what happened with it between the store and the pile.
Even if in the orig. pkg....maybe it sat in the car for a few hours, then they forgot to refrigerate it, then finally froze it. Now it is frozen and sitting there for the taking.

Hell no, and I don't understand why somebody would even try to put it out there for free. If you have a legit reason for not wanting/needing it, why not just offer it to a friend, co-worker, or neighbor along with an explanation of why you don't want it. That's a lot less creepy than putting it in your random free junk pile.
