But I e-mailed someone "I wanted to verify if I need to submit everything today by the cut off or if I’m submitting tomorrow on the cut off day." 

And they replied with "by tomorrow."

That means I can still submit stuff tomorrow, yeah?

Your question first implies that the cut off is a time ("today by the cut off") but then changes to it being a day ("the cut off day"). Which is it?

If someone responds "BY tomorrow", I assume that means before tomorrow and it is due today.

I'm confused.

I would say can you still submit tomorrow.
But if I was worried I would reply and say thanks, I'll send the rest to you tomorrow and that way they can correct you if your assumption is wrong.
