I think it is pretty common for daycare prices to change in sept or in January. Is this is a change outside of their normal schedule or do they anticipate prices changing again soon?

I wonder if they have a "prices may vary/change anytime" notice in their handbook. I believe that my daycare center had that included in their handbook. I'm not sure if there is anything you can do about it.
Ours goes up about once a year. Well we've been there 2 years LOL and it's been raised twice. I think one year they skipped it due to how bad the economy was.
I have no idea. We haven't even started yet. A heads up when I registered him in April would have been nice.

He's going one day a week so $15/day which is $75/week. That's a lot!!

Not necessarily. Most centers I know of charge proportionally more for part-time care. So, if the per day price is $50, the weekly price is usually less than $250.

Agree that this is par for the course and there is probably nothing to be done. Our daycare rates went up over $100/month this year with only 30 days notice. Whee!
