I think that's what she was going for. Except she's supposed to look Korean not Japanese so maybe a slight miss on her part.

She says at the end that now she's going to go dance to k-pop and drink bubble tea so not exactly a nuanced cultural understanding here.

Well she appears to use the voice in all of her videos. Though commenters say that it isn't her normal voice. But I would take that with a grain of salt.

I don't think it's racist, but I definitely think it should be titled, "How to look like a KPop Girl" instead. Not all Korean girls look like her end result, but she did a remarkable job transforming herself into a KPop girl.

I actually think she looks really cute at the end.

I only listened to it once but IMO it sounded like she was purposefully mixing her Rs and Ls and trying to sound Korean.

It's not her natural voice. It may be her usual voice especially when doing this persona.

My co-worker does hints of this IRL and it freaks me out as she's a grown ass woman. She went to school in Hong Kong so idk how popular it is there or not. She doesn't dress like this but she does hints of the posing with the doll-like head tilts when she's looking in the mirror. And she talks more "baby-like" IMO then her voice naturally is.
