My friend is currently doing this on her treadmill. Never outside. Will she realistically be able to join me in a 5k when she's done? She is worried that treadmill and land are totally different. She has been doing the treadmill on an incline to compensate.

I want to start doing the C25K and attempted it on a treadmill but found it really hard to increase/decrease the speed when going from walking to running. Any tips on how to make it easier?

I did c25k on the treadmill. I recommend that she try to get a couple outside runs in prior to race day. My first couple outside runs were hard! I had to set my own pace, run up hills, deal with sun or wind, etc. But, if she can't, I'd suggest adjusting the incline. Keep it at 0.5-1.5 as the flats, and increase a little to adjust for slight inclines. I can't believe I used to think the treadmill wad easier!
I invited a buddy to a 5k who had only run on a treadmill while I had been running outside for years, and he totally smoked me . It's different of course, but if she has the miles under her belt, she should have no problem finishing!

I did the first, and I had REALLY hard time transitioning to running outdoors--mostly because I just couldn't pace myself. In fact, I had such a hard time with the transition that I actually gave up and had to come back to it. I would definitely recommend that she run outside a few times before the race to adjust to the differences and learning to pace herself.
