SAT only. From what I remember, the ACT was popular in the midwest, but was basically unheard of in the northeast (where I grew up). I don't know anyone from my high school who took the ACT.
I took both because I wasn't sure if I would be applying to schools out of state or not. I am from Kansas and the in state schools only required the ACT. I ended up going to school in state.
In 1993 in IL most people just take the ACT. I was the only person in my class that took the SAT. I also took the Achievement Tests (do these still exist?). I wanted to go to a school OUTSIDE the Midwest...east coast/west coast (& I did)!

I took both. ACT is most common around here, but the schools I applied to would take whichever test you scored the best on. I scored much better on the ACT.
I am very familiar with the ACT now, at least the reading and English sections, because I help my students prep for it. I can barely remember what the SAT was like.
However now as a high school teacher most of my students do both. The ACT is required for all juniors as part of our growth measurement at school. Then they take the SAT on their own because most if the universities ask for those scores.
We also have the PLAN and PSAT for scholarship purposes mostly.
