I came home and it was 90 degrees and humid. I didn't want to run in that, but I forced myself to go anyway. By the time I got to the trail, it was raining steadily. I had the kids with me, so I just pulled the hood over the jogging stroller and went for it. The rain cooled everything down by about 10 degrees. At about the halfway point, a pretty serious thunderstorm rolled in and I was a little nervous running through it with the kids. I couldn't cut it any shorter because I had to run back to my car. Looking back, I probably should have called it quits with just the steady rain, knowing that a thunderstorm was possible after the high temps today.
So, what are your weather limits? I won't run in snow or ice. I won't run if it's colder than 30 or warmer than 90 (the 90 can be pushed if the humidity is low). Rain doesn't bother me, in fact, barring wet shoes , I like it.
Around here it doesn't get very cold. But when it's about 40 and rainy, I will not ride my bike. I've done it before and it was not fun. Running is different. I could do it, but might opt for the treadmill instead of going outside.
When it's hot around here, I'll run in the morning or late evening when it cools.
I don't run outside below 30 degrees, but that's because my knee reacts badly to the cold. Before my injury, I would run as low as 5 degrees.
For cycling, I am generally above 50 degrees, but I have been in colder!
I don't mind heat (I've done races as hot as 110 degrees), but I go much easier than I would otherwise.
As for weather, I try to stay away from thunderstorms, but I haven't always been successful! I've done a 60 mile ride in 40 degrees and sleet (wouldn't recommend that!). I'll run and ride in the rain. Can't pick your weather on race day!
Anything above 90, esp. with blazing sun. I can take a steamy, humid, cloudy 90 but add in sun? No. Lightening or pouring rain is a no go for me.
I actually like the cold so it has to be FREEZING for me to skip, like single digits with a bad wind chill. I will run in falling snow, on snow and even ice, since I have Yak Trax. I get a little worried on hard ice, like ice that has be solid bc of several days in a row so far below freezing that the sun doesn't soften it, but if there is some give/grip, it's usually fine with the Yak Trax.
If there is not a ton of snow on the roads, I will run in pretty much any cold temp., I draw the line at zero degrees. For heat, am not sure, but since I run early morning and I'm in the northeast, I haven't had to call it quits yet...I do hate the blazing sun though.
Summer: I'll ride in any temps. I won't ride in lightening/tornadoes/really heavy rain. I will ride in the rain if it's above 70 degrees, but I don't always do or like to.
Winter: I usually don't road ride below 32 degrees. I won't road ride if it's 40 and really windy (ie windchill below about 28). I won't mountain bike below 20. You can't road bike on snow/ice, but I'll take my mountain bike out in the snow but not ice.
I did the 2013 Masters Cyclocross World Championships with an air temp of 18 and a windchill below 0, but that was a special occasion.

I think the coldest I can handle is about 12 degrees. That was my coldest run last winter, and I decided it was my limit. I'm not sure what my upper limit is. I usually run in the morning, so it's rare for me to run in temps above 80.
No thunder or ice. I don't mind snow or rain, but not monsoon-type rain.
I don't run outside if it is above 90* and humid or if the heat index is much above 100*. (Unfortunately, this means that I haven't run outside since May.) These conditions basically make me feel for the rest of the day like I have the worst hangover ever.
I don't run outside in below zero temps or below freezing if I have DD with me.
I won't run in thunderstorms or if everything is covered in sheet ice. I won't run during the day (10am-7pm) if it's going to be above 80*. After 7pmish, I'll run no matter the heat. I have no clue about humidity as we have dry heat, thank God! I draw the line at temps below 15*, or if there's a horrible wind chill. I will run in almost any kind of precipitation. I probably wouldn't head out in pouring rain, but don't mind being caught in it, and will run in rain otherwise. I'm also not a huge fan of running in freezing rain or slushy rain that just gets you freezing cold and very wet. I'm my mind there are very few circumstances that are worse than a treadmill!

I won't run in thunderstorms or snow storms. After snow storms, I judge the roads and see how poorly they are plowed to decide. I run all my winter weekday runs on the treadmill in my basement because I'm up too early to run on the roads comfortably, so not much gets in my way on my Sunday long runs in the winter.

I'll run in any temperature under 90. Sometimes with humidity it will feel a lot warmer than 90 and I can survive that (sort of), but 90+ with humidity thrown in, I can't handle.
I also won't run in thunderstorms, but other than that, I don't really avoid too much.
<0 degrees <40 and pouring (SO COLD) >90 w/ a decent amount of humidity >85 w/ 90%+ humidity Ice coverage on the road Hail, thunder, lightning Very high winds, like 35mph+ gusts. SUCKS.
generally, I'm in the gym 1-2 times per week anyway so I'm able to shift around my workouts based on weather conditions and take a couple indoors if necessary.
that said, my 'rules' generally are: a combined dew point + temperature in excess of 160 thunderstorms (I used to be way more breezy about this until I got caught in a severe thunderstorm and was like 2 miles from home this summer) heavy rain fog (I have enough close calls on clear sunny days with distracted drivers) ice
