She wasn't asking if neighbors should be informed but should the landlord for the property that was raided be informed and, if so, when and by whom.
Lurker chiming in. The police raided a unit that I own. They did not notify me. I was notified by the condo association, and they only knew because other residents had called the association with questions after the arrest and address was listed in the paper. I don't think I would have been told otherwise. The police did bust in the locks and the tenant replaced that at his expense.
I have experience with this. My parents had a lot of rental property and years ago, when they were out of town, I would take care of it for them (field tenant calls, deposit rent checks, etc). One day I received a call from the local police department. They had apparently been watching one of the units and were planning a raid. The detective asked for a key because, as he said, either they gain access easily or with battering rams. He gave me the chance to verify that he was legit (I called the main number of the PD and asked for him) and then met him and other officers and turned over the key. As a result, the damage to the unit was minimal, they busted the dealers and my parents got rid of a problem tenant.
Nope happened to my mom's neighbor. She is getting evicted because her fiance has the cops looking for him. She had NO idea he was a wanted man. He didn't even live with the lady. They kicked in the door 2 times.
