Our cutoff date is Sept 1st. DD2's birthday is Sept 2nd. We could have easily petitioned to start her in Kindergarten since she was so close to the cutoff and her pre-k screening was all good, but we chose to just leave it as it was "technically" meant to be. Not for any competitive type reasons, but just because emotionally we felt that extra year would be good for her. Although I think either way she would have been fine.
ETA: So she started Kindergarten this year, her first day of school was her birthday. It is going just fine :-)
I'm pretty sure NYC public schools don't allow redshirting. When we were living there we were told that if you try to register a kid for K whose birthday puts them in 1st the school will simply enroll them in 1st since K attendance isn't compulsory. I like that system a lot.
Where in PA are/might you be moving? We just moved to NE PA and are really happy here! So far the only other kid I know with a summer birthday entered school on time (turned 6 this July and is in 1st now). I can't speak beyond that for our school or district-wide since I haven't met many parents yet, but I've seen far fewer SAHPs here than I saw in NYC or where we were in NJ so I suspect that daycare costs are a factor in that, especially since we're the only district within close to an hour of here that has full day K.
NE PA as well! We have a house there. I think we're in the East Stroudsburg Area school district. That's interesting about fewer SAHP's. I'm curious about what it will be like with school since we're only there on weekends and summertime.
That makes sense about the NYC rules. I like that. I'd imagine kids and teachers wouldn't be served well if they weren't strict about the cutoffs... there would be such a wide range of ages and on top of that some of the elementary schools have bridge classes (so PK & K together). It would get crazy.
Oh, we're not far from your house at all! We're in the Nazareth Area school district. It actually occurred to me in the past week that it may not be that there are fewer SAHP but since for the first time in my life I live in a district that has school buses I just don't see them since the kids are bused home. I still have met a lot of WOHP here, though.

My turn for anecdotes. My sister's birthday is late October. She went to K as a 4 year old. She managed to do just fine, even got a scholarship to college. In my graduating high school class, the valedictorian had an August birthday. Two and three were winter babies and four and five were also summer babies. None had redshirted. I dislike this trend more all the time.
