My neighbor had that growing all along the other side of my fence. Pricker bushes, kudzu vine, and Virginia Creeper were growing into my yard. I'd cut back as much as I could. There was a fox den in it. I don't want to think about snakes. They removed it all about a year ago. In the meantime, I planted a row of evergreens.. If I had it to do again, I would have lined my fence with Limelight Hydrangea.
I know it is frustrating when a neighbor lets the yard get unkempt but honestly I had to look twice to see what you were talking about. It just isn't that bad. You would die if you lived next door to my freakazoid neighbor and his hideous yard (I've gotten the county involved twice now).
I would either let it go or say something like "hey neighbor, I've got my clippers out working in my yard, want me to take care of those weeds? I don't mind!" Definitely don't do the weed killer thing. My husband and I do organic lawn care and if somebody dumped pesticide on my lawn I'd have the cops at their front door.

From the picture, I think it's not really an issue - I'd drop it personally. If you want to deal with it, the most appropriate thing to do is confront them, that's also the most neighborly thing to do. It sucks when you don't know them, but it's really not that big of deal to meet them in order to mention that it bothers you.
Plus you'd hate us - we've had a toilet, tools, and other bathroom renovation stuff on the area between our house and the neighbors for about 4 months on/off now. Be glad they aren't storing their renovation stash there.
