What are those things they can add to your brakes so you can reach them when you're in your drops? How much should I plan on spending to get them put on?

Question....why do you want them?
Top mount brake levers. They are a really bad idea for group riding b/c you don't have as much control over your bike when you are on the top of the bars than when you are on the hoods.
I use them on my cyclocross bikes. Cost is $30-45. I have a pair of Cane Creek and a pair of Salsa. They aren't compatible with disk brakes.
Hmmm that sounds like something different...maybe? I went to a pace line clinic and they wanted us in the drops when we were doing a super quick rotating double line...I was nervous because I couldn't reach the brake levers with my hands in that position and the instructor said there was some thing I could have out on to make the levers close to the bars, but I can't remember what it was called. Does that make any sense?

Ah, shims for brake levers. Totally different; I also read your original question wrong. The parts are $5-10 each/or per part but are specific to your shifters. It's not super easy to do, so I recommend your LBS do it. I know several people that have had to get shims, and they are usually pleased with the results.
