A casual summer dress that you can throw a cardigan or Jean jacket over, and some riding boots or ballet flats. If it's cold consider a sweater dress and leggings?
I'd focus less on the wedding aspect of this and focus on the party/ beer garden aspect when figuruing out what to wear. I doubt they are expecting people to dress like they are going to a wedding.

I've been on one brewery tour that required closed-toed shoes, although a) I'd hope they'd include that on the invite if applicable and b) in November in WI it may be a moo(t) point.

I think almost all the brewery tours I've been on involved walking along a warehouse catwalk at some point - one of those metal grid thingies? Not sure what to call it. But not something you'd want to be wearing narrow heels on. Just FYI for @mx
