I just took my 4 year old skating for the first time. It was trying on everyone's patience. She was upset that she couldn't just skate immediately, and I was frustrated having to skate AND hold up a 40 lb kid who seemed (not intentionally) determined to bring me down to the ice.

This was our experience ice-skating with DD as well when she was 4.5. We haven't gone back since (she's now 6). I like meij's ideas, but if I was invited to a party like this, I would bitch and moan on GBCN. I pretty much bitch and moan about any parties that aren't just drop-off parties, though. Required parental presence after a certain age (for me, it's 4 or 5) is one of my pet peeves. Unless I am good friends with the child's family..

My girls wanted to do a skating party for their 6th birthday. We nixed the idea, because I was afraid that many kids would not be able to skate. They are doing a gymnastics party instead.
That said, if A&A were invited to a skating party I'd let them go. They are fairly good at skating, so I would just sit on the sidelines and watch. K is almost 3, and if she was invited, I'd probably get on the ice with her, but I would not expect the host to pay for me, and pay for myself.
ETA: We live in the NE, so many many kids do skating lessons.
