We also wanted to do a day trip from Shanghai but after looking into all the towns chose Tongli. So while I can't comment on Zhujiajiao, we really enjoyed Tongli.

When you arrive you pay an entrance fee to get into the town which also gives you entry access to the different gardens, museums, sights inside the walls. The main sights are the Tulsi garden, Pearl Pagoda, Gengle Tang, and just wandering the old town. We also did a gondola ride. The gondola ride was great because you got to see the small houses where people live right alongside the water and just go about their day butchering their chicken (which we saw), washing their clothes, etc. People compared it to Venice which was a bit silly since (1) it is nothing like Venice and (2) why would someone want a place in China to be like Venice?! It should, and does, have its own sense of place.
We chose it because people said it was less touristy than other water towns like Suzhou. No way to compare it to any other towns but we enjoyed it as a day trip.
We were planning to go to ZhuJoaJiao, but ended up going to Wuzhen because we'd read that it was less touristy. This was 8 years ago but we only saw about 5 or 6 other groups of western tourists. There were lots of little shops and boat rides but not much in the way of exhibits or museums. We had a great day just wandering around and doing a little shopping.
Visiting a Chinese water town was my must-do while we were living in China, and I wasn't disappointed at all!
