Just because a man said he likes talking to you doesn't mean he is flirting with you, is acting inappropriately, or is drunk.
If a female boss texted you, everyone would be all, "oh, you made a new friend!!!!"
If you don't want to have a conversation with him...then don't.
In the situation Natitiru has described, if the boss was female, I would still be very uncomfortable.
I don't think it is overreacting to just play it safe and ignore? No one is saying she should turn him into hr. I am totally the type of person who says stuff like this even to someone of the opposite sex (well I would say it was nice talking with you...what he wrote clearly sounds more intimate), but I wouldn't text it to a subordinate at midnight after a boozy evening.

Why does your boss's boss have your text number? The only innocent explanation I can think of is that it wasn't meant for you. I sometimes get texts meant for a good friend's wife, our names start with the same letter so sometimes he hits me by mistake. The first time he called me sweetie I was a bit confused lol
