My sister called me the other day to see if she should call the cops about a man walkingn down the stret holding a pair of ladies boots in his hands.
What the actual fuck is the Philadelphia police dept going to do about that, Stephanie?!
That's all I have to add here.
I took a self defense and personal safety class this summer offered by our police department. The officer giving it would give scenarios she had been called to or asked about and ask what we would do.
One was a lady noticed a guy walking around the grocery store parking lot holding a single red rose. He was headed for her car, what would you do in this scenario? I'd roll my eyes, make sure my car was locked and drive away. No! She should have called 911. That was suspicious activity the police needed to know about.
I live in a city, not Mayberry. Stephanie can move here, our cops are waiting for calls like that!

I'm only here to contribute that H has gotten calls at work by people complaining that there were black people walking around their neighborhood. Usually a higher income neighborhood. Turns out it was either a Seahwak or Sonic player.
