Yes, that's strange. Isn't there a permit required to sell baked goods like this? My friend and I sold baked goods and we needed a permit to do this. The kitchen we were using had to be inspected prior to us getting our permit. Maybe she has one, but it's still a random way to go about selling your cookies!
I have a friend who bakes semi-professionally and TBH it's a labor of love. She barely makes back what she spends on ingredients much less time devoted to it. So I don't see this as a money making scheme.
I don't think it's that weird. But I live in the city, so things that people consider weird don't phase me much. I've definitely seen people selling baked goods and their junk from their house at sidewalk sales around here.
