I wish my work hadn't blocked all photo sharing sites so I could upload screen shots of this text conversation. My bro is SO MAD and hurt. And my mom doesn't know how to apologize.
Are birthdays a big deal in your family? We don't celebrate them in mine and didn't even as kids. I will get a happy birthday phone call from my parents/siblings but that is it. If I acted like that everyone in my family would think I had gone insane. Although even if b-days are celebrated in your family at 29 I think he is overacting quite a lot.

Yes.
We always do a family dinner for birthdays.
But I totally agree that he's over reacting.
But I also know that my mom KNOWS how much it means to us to be acknowledged. She's not very good at doing it the rest of the year.
And, she still hasn't said, "I'm sorry we won't be there."

I don't know, my birthday is a big deal for me. If I had PLANS with my parents and they wouldn't be there and didn't even say sorry, I'd be hurt, and probably a little pissed. You should apologize for missing plans.
Buuuut, if I didn't have specific plans? I probably wouldn't care.
Could he be so mad due to a build up of issues? Like this is just the final straw?

My brother wears his heart on his sleeve. He's never been good at sucking it up. Nor is he very good at waiting until the initial emotional reaction passes and then saying something once he's calmed down.
