Coming from Cleveland, it confused the hell out of me that cities weren't publishing their trick or treat times. Eventually someone took pity and told me that it's just always on the 31st.
Trick-or-treating in our building (for residents only) is on Halloween, but there's also trick-or-treating at stores (want to trick-or-treat at Jimmy Choo or Burberry or -- I wish I were shitting you -- a sex shop?) which is usually in the middle of the day on a weekend regardless of when Halloween falls.
Sometimes cities around here will change it if it falls on a Sunday. I've seen neighborhoods change it if it falls on a Monday (conflicts with Family Home Evening for many LDS people).

Yes, but growing up this was not the case. We had a lot of tiny communities within maybe 10 miles of each other, and days would be assigned to different towns. I think so everyone could travel around for optimal candy procurement. I mentioned this to DH once, and he couldn't figure out if this was the dumbest thing ever, or pure genius because more candy and the chance to wear your costume more than once.

We live in a city with lots of urban neighborhood centers. The various neighborhoods centers have trick or treating at the stores/businesses on days other than Halloween. Well our neighborhood is on Halloween this year but the next neighborhood over was last weekend. It's more geared to the really little kids. But the actual going door-to-door to houses is always on October 31. No set hours.
I really don't understand the point of this. Why would you hold ToTing the weekend before October 31st?? What happens if you go on the wrong day? That is ridiculous!
My hometown started doing ToT during daylight hours on the Sunday before Halloween, at some point when I was still in school. So weird. My current town does ToT on Halloween between like 6 and 8pm. It's nice to have the set hours because you know when to be ready and when it's acceptable to stop answering the door.
ETA: I live in a spread-out rural neighborhood with no sidewalks, long driveways, and no street lights. So it's not the most inviting for ToTers, plus there are 2 "perfect" ToT neighborhoods about a 10-min walk from me, so that's where the crowds stay. In each the past 5 years, we've only had to answer the door like 5-8 times and with like 15-20 min in between knocks. So I'm glad there is an end time instead of getting some random knock at 10pm and my dog going crazy, me jumping out of my skin, and the kids waking up.
Growing up in Texas, we always ToT'ed on Halloween. Always.
I moved to Iowa and they were like "OK, ToT will be on Friday the 27th, blah blah blah..." You could have knocked me over with a feather. Seriously?! I still have strong feelings about the ridiculousness of it, obviously.
I almost took my kid out on actual Halloween (you know, the REAL HOLIDAY) but I figured no one would have candy and he was just a toddler who wouldn't understand my agenda.

Maybe it's a midwest thing? In Southern Ohio, it wasn't always on Halloween, and in Southern Iowa it wasn't always on Halloween.
I kept looking for dates in Texas and asking my kids at school and they thought I was nuts for asking.

Everywhere I have lived has always been on the 31st. I thought assigned times were weird, but moving the entire holiday?? So bizarre. Halloween on a Friday is like a miracle. I don't get why they would move it.
My hometown (& several other surrounding little towns) is the 30th AND the 31st! When I was a kid, we'd do the neighborhood one night and friends' houses the other night.

No. ToT was tonight. So far, I've had twice as many kids as last year and have almost run out of candy. I feel so cheap because I had to resort to giving out one piece instead of two.

The only time it wasn't on the 31st was three years ago when we had 2 feet of snow and two years ago when Sandy happened. I'm actually jealous of those of you who had it changed because of high school football -- our team is undefeated and is playing another undefeated team. Number 1 versus 2.
