I think this is somewhat normal for the little littles. Plus, the weather is going to get nastier the later it gets (you're on the east coast, yes?), so maybe they're just trying to stay out of the worst of it?

That's a little on the early side, but I get it, especially for little ones. The kids here wanted to start at 5! Combination of excitement (it doesn't help that we had a two hour early dismissal from school since today is also the end of the first marking period so the kids have been home for a while already) and wanting to avoid the weather getting colder as the night goes on, I think.
But if I were out that early for any reason, I'd expect a lot of people would not be home yet and would prepare my kid for that.
Good grief. I wouldn't even be home to hand out candy that early. Maybe they don't want their kid to get too much candy? Because that is weird. Another vote for dusk.

What? No. That is bullshit. I am weirdly passionate about this issue LOL. People aren't even home at 4pm! What is this shit? 6pm at the EARLIEST.
Sorry, I should have added "in my neighborhood." But, I think my neighborhood dynamic is a little different - people legit appear to ToTing from like 3:30 - 9pm, and homeowners are mostly retirees and families. The apartment buildings with dinks like me don't count.

We have set hours on base. The military police will be out around all neighborhoods patrolling the area and enforcing the times. I think its from 530 to 9 this year.
A neighbor told me that ToTing is from 5-6 (generally) in our neighborhood. I left work super early, at 3, so I could get home in time. On my walk from the train, I passed a number of families already out ToTing! I'm going to be pissed if I missed most of it.

Most years we get maybe 10 kids, usually fewer. Our town has organized Halloween events for kids and most families do that instead. *shrugs*

Halloween is huge here. A lot of local businesses close early today. We are in the big neighborhood to ToTing and kids (little ones) are just starting now.
