what are those strings on the sides of LV/Gucci bags?

At the risk of sounding stupid…..what the heck are those think straps that hang from each side and have a little loop.  I swear I can't figure it out.  I've seen a lot of them recently and was just curious.

A lot of totes have side laces that can be used to cinch the bags... is that what you're thinking of?
