There is nothing like the plain moisturizing (blue) chapstick.
Chapstick is the best for keeping my lips from getting badly chapped. When they get so bad they crack, that's usually dry heat related, and in those cases a humidifier works wonders.

I use Carmex- the yellow tube kind only, unless my lips are really bad, then I go straight for Vaseline. Also ditto those who said to drink more water- I notice a huge difference when I do.
I have super dry skin/lips and Chicago winters can be harsh, so I have spent a lot of time trying to solve this problem.
EOS, blistex, carmex, burts bees, etc all provide temporary relief when lips are just slightly dry/irritated, but I've found that extended use can actually prolong irritation and dry out my lips. vaseline is a nice barrier for sealing in moisture but doesn't provide any moisture on its own, so sometimes I'll use it over a layer of coconut oil. the coconut oil can only really penetrate my lips if they're recently exfoliated though.
the best fix I've found is to exfoliate away dead skin with the sensitive setting on my clarisonic and to use the bite agave lip mask overnight with fresh sugar balm applied daily as needed. these are like $200 lips, lol. (wilted)
I do a lot of the same stuff that PPs have, but in addition, I also exfoliate in the shower, using either a semi-rough washcloth or baby's toothbrush. I used to be a MK "consultant" and have used to Satin Lips in the past. The Satin Lips includes a lip mask which exfoliates. Looking at the Sephora website, the closest thing I saw was the Bliss Fabulips Sugar Lip Scrub. I also use Aquaphor religiously.

I used to be a 10x per hour lip balm applier. My lips always felt dry and irritated. I stopped using all lip balms or lipsticks except plain Vaseline when I was struggling with my allergies, and after a painful adjustment period, my lips have never felt better. I apply Vaseline a few times a day now, and my lips almost never feel dry.
It's so freeing! I used to be the person who carried chapstick in my pocket at all times and worried about what to do when my outfit didn't have pockets.
Another vote for the regular Aquaphor. Not their lip healing ointment, though that's better than most chapsticks. Aquaphor was the only thing that healed my chapped and cracked lips and kept them soft for the 5 months I was on Accutane.
@amydm have you changed toothpastes by chance? There are a few that I have bad reactions to. It sounds weird but I used lanolin on my lips when they were super bad and found it to be a big help.
