I've heard organic honey has moisturizing and antibacterial properties. May be worth a shot. Light scrub with fine sugar to get rid of dead skin and then put honey on?

I use Cat Crap or Chop Saver Gold. Cat Crap has a very light mint flavor and SPF 15. A little goes a long way and it works way better than anything I've found at a drugstore. Quest Outdoor stores sells it for half as much as Amazon by the register. I grab a few when I'm near one of their stores. It works incredibly well. Chop Saver has healed sunburn on my lips in 24 hours after not using SPF on road trips in our convertible. I just don't like the taste or how waxy it is compared to Cat Crap. It works insanely well too. I think both are all natural. I haven't had issues since I've started using either.
Blistex in the white tube. I use it sparingly and massage it in, the white color disappears and I add lip color over top. I also exfoliate with white sugar mixed with olive oil.
Neosporin Daily Hydration Therapy while I'm at work; Vaseline Lip Therapy underneath a protective layer of plain Chapstick at bedtime. Absolutely nothing with mint because that makes my lips worse.

That's what got me to try it at first. Then I was addicted. It's only $2.50 a tube at Quest.
A&D ointment. Yeah, it is in the Baby Butt aisle....but it works.
Lots of water drinking, and then I apply that. Once they start to peel, I apply globs of that, then wait a bit and scrub it off with a wash cloth. Then reapply. Night time too.

I have very dry lips too (worse in the winter), and I use bag balm at night. Vaseline, Aquaphor, Blistex, Carmex, EOS doesn't work for me. Smells medicinal at first but the smell doesn't linger to me (or at least that is what my DH says). Large tin for $7 at Target/Walmart/Grocery store.
I also try to exfoliate weekly, which also helps- coconut oil and then brown sugar (less fine than white sugar).

Bacon grease. Jk, I'm cooking for Thanksgiving and nibbled on some bacon and my lips feel so smooth lol. I keep Blistex in my pocket and am almost OCD about putting it on.

Lurker chiming in: Bacon Grease might not be too far off. My hands are never softer than right after I pick apart roasted chicken. I have been known to plan a meal of roast chicken when my hands are unusually dry and rough.

I went through this period just a couple of weeks ago. I just let my lip adjust. The perk was my lips were a good shade of red and I didn't need lipstick! I just kept using my Vaseline chapstick.
Try a humidifier. I use one in my bedroom at night and in the main house during the day. It made a HUGE difference. Prior, nothing (and I've tried everything) helped much.
