This is the first year I've done outdoor workouts when it is super cold and I need some warm workout gear. Please rec your cold weather gear, especially pants. Preferably not something that is going to break the bank but if it's the best thing ever, I'll consider splurging. Thanks!
I walk outside alot in the winter and my LLL brushed Wunder Unders have fleece-y material on the inside, they are amazing. They keep me warm enough even when it's cold, rainy, windy, etc. However they get too hot to wear while doing my barre workout inside the gym.

I bought some awesome fleece lined tights at target earlier this year. My sister got me a great fleece lined shirt at TJ maxx. I have one under armour mock neck shirt and it's definitely worth having one in your closet. I'm hoping to get some nicer gloves to run in for Christmas and a nicer headband, but for now the cheap stuff at target has been doing the job.
I wear a heavier/thicker pair of running tights (C9 from Target) with a pair of ski socks pulled up and over so I have double coverage on my lower legs. Then I wear a thicker tank under the Nike top below. It has thumb holes which are my favorite; I wear a light pair of gloves over those and then a fleece headband. That's enough to keep me warm until I get moving.
I don't know where you are, so I'm not sure what your definition of cold is. Below 40 I wear a light thermal pants + long gym pants, a heavy polypropolene shirt I bought for skiing/snowboarding, headband, thin liner gloves, and maybe a neck gaiter. Once I get going, it's just my hands and face/ears that feel cold.
Also, Eddie Bauer's First Ascent line has a lightweight down vest I adore when working out in the winter cold.... Granted, DC area winter cold has nothing on, say, Michigan winter cold so you may want the heavier version. I prefer the vests over full jackets in the cold
Under Armour Cold Gear. Brooks Silver Bullet jacket if necessary (I wear if really rainy, windy and under 15 degrees). A gaiter, gloves and a fleece earband.
UnderArmour cold gear tights. I think they're like $60, but I have two pair that are maybe 5 years old and get lots of wear each winter and still look brand new.
For tops I just layer thinner pieces so I can add or remove during runs.
