nope, it's a special subset of scores but all kids on IEPs are tested. Sometimes you can use the testing to keep IEP services for a bright kid with difficulties because it boosts that segment of the schools avg. score. Its a fed. thing IIRC so start there.

What asdfjkl said. Common core as it is supposed to be, isn't the problem. Even children with special needs and learning disabilities can benefit from common core theory. But then the politicians, who haven't a clue, meddle and develop the environment sbp described above.

Your last sentence is spot on. The folks who are bringing down these education policies need to spend a few years in schools seeing what we are working with before sending down one size fits all mandates.
i taught a level esol my first few years of teaching. I had non English speaking students come to the us in December who were expected to take the 8th grade SOL for history, which encompassed two years of us history and a year of American civics and government. They hadn't even lived in the country for a year, didn't take the classes, didn't speak the language, and yet they had to sit the tests. It was so asinine and I still can't understand why the powers that be didn't see that.

In a stunning announcement that came out today, the United States Department of Education has decided to take away state rights in regards to curriculum and state assessments for special needs students. Without any legislative approval, Arne Duncan has taken it upon himself to invalidate years of IDEA law and special education regulations. It isn't common core that is the problem it is the fvcking testing. There is no way some of these kids should even be tested. Our district was forced to give the state test to kids whose functioning ability was closer to 3 than the the 13 they were. It was an utter nightmare. Our Super spoke out against it, etc but doesn't matter. DOE says EVERYONE must be tested.
