Interesting... We got one cat and our dog from the humane society. For both our contact clearly stated that if the animal was returned without a collar they would not return the animal to us.
Our humane society workers are also hard asses and almost refused to let us adopt our dog because we said that we were finally getting a dog because we finally had a backyard and they immediately assumed we were looking for a guard dog (which explain why we wanted the 25 lb pug mix and not any of the many Pits they had)...
I have never seen a rescue have this rule. It's completely counterintuitive. collar =/= loving family just like no collar =/= unloving family. I have two dogs who are big and can play a little rough. We have lost MANY collars to them getting pulled off and eaten during play time.
My dogs are indoor dogs, but have been known to dart out the door when younger and not fully trained. In fact, my dogs made it well over 10 miles to the lake area from our house once. The lake area where people routinely dump dogs. My dogs that were not wearing collars because they are microchipped and indoor dogs who happened to open the back gate when I let them out to pee within 5 minutes and take off.
I think anyone judging the owners here needs to chill until they know more. I very much so love my dogs and have been in almost this exact situation. It took over a week of calling every. single. shelter. before I found the ONE shelter the people who found our pups called.

UPDATE: I am furious. Maximus just went up for adoption on the Humane Society's website. This is before the 9 days of trying to contact the owner were up, meaning that they must have gotten in contact and been told that the dog was no longer wanted. I feel sick over this. The pictures they used were from when he was last up for adoption, and he can't be more than a month or so younger in them. Why the ever loving fuck would you adopt a dog from the Humane Society, and just dump it a month later? Could they not at least have brought him back? I hope they get black balled for life from adopting pets.
We don't really know what we want to do. This is really not the ideal time for us to get a second dog, since we know we will be moving in a couple years, and moving all around the country has been stressful and expensive enough with one dog (moving him to Hawaii cost upwards of $2k!). At the same time, we feel sick over the fact that this sweet dog has had such a shitty and tumultuous life at 5 months old. I think we will be monitoring the website to see if he gets adopted in the next couple weeks. He really is an ideal candidate for adoption, with his age and demeanor. I guess I just feel at a loss right now for what to do and wanted to vent.
