Legos (my kid still plays with Duplos). Does he like trains? My DS loves any and everything Thomas. He's also getting some puzzles, coloring books, twistable crayons and some markers. He also likes smaller cars he can pretend play with and is getting the full set of Paw Patrol racers, but does enjoy generic cars too.

My son is 4. His entire list is remote control vehicles. He also likes anything firetruck. He's also getting a game for his leap pad, and small REAL tools to work with Dad. I know my MIL got him walkie talkies and my sister got him stomp rockets.

DS1 is 4. His Christmas list was also all remote control stuff...excavator, truck, car, plane, etc.
Another huge hit at our house is Nerf guns. He's getting an upgraded one this year. He's not into any superheroes, but many (most?) 4 year olds are. DS is really into anything construction sited related. He loves his small set of magnatiles, and enjoys the kinetic sand in short spurts. He also really likes the Go Go Smart Wheels stuff...it looks babyish (primary colors), but he & H have a lot of fun building tracks different ways.
ETA: you can never go wrong with stomp rockets! My parents have one...it never gets old! (Though the base is broken, so he aims it and shoots it.)
A Fort building kit is also a favorite around here & has become our go-to birthday gift. at 4, he'll probably need help making anything usable out of it, but if he likes to play with mom or dad, it's an awesome toy! (We have two sets & my H and both boys are able to get inside of it.

DS is 4 and LOVES anything Imaginext! Some sets can be pricey but there are a bunch from last year that are lower price. I know DS would absolutely LOVE this set - it's HUGE and marked down from $50 to $30.
