I twist the hem of the jean/jegging around my ankle to it tightens around my calves. Then I pull my socks over the jeans to kind of "hold them". I hope this makes sense- it's hard to describe.
fwiw - those boots don't look like they'd work with leggings either. and they don't look like they'd work with on someone with a skinnier knee (lol @ this - are you kidding me with the 'fat knee' thing?)

I also suffer from fat knees. You need either a shorter shaft boot that sits right below your knee or a boot with a wider opening at the top that can fit over your knee better. It's sort of annoying because most wide calf boots are too wide for me but a lot of regular boots don't open wide enough on the top for my fat knees.
I have only found one over the knee boot brand that works for me(my thighs also pool over knees I thought I was alone on that!) and they are by Joes Jeans. The elastic panel is placed just where I need it and they seem to not slouch or crease. I've also mentioned them before, but Poppy Barley custom makes them to your leg/ankle and they fit like a glove. I do their shoes but haven't checked if they have over the knee boots.
I had this issue. My calves are too big for most regular boots and too small for most wide calf. I went crazy boot shopping this fall & ended up getting two pair of cheapest from ON that I swear fit perfect. I got black & brown. The black pass for real leather, the brown look faker, but I only wear them once in a while so it's not awful.
Plus I got both pair for less than half of what I paid for the other pairs I returned to Macys and Nordies
