Nordstrom's. If you don't have one near you you can order online order a bunch of choices and then ship back for free whatever you don't like. They have a lot of nice plus size apparel
Try Avenue, Lane Bryant or Torrid if you want to look in a strictly plus size store.
I've also had luck at department stores in their plus section. Macy's, JcPenney, ect. You'd probably get a better deal at a department store because of sales/coupons.
The last 2 dresses I bought I found at Old Navy. I'm between an 18 - 20. Like you I don't often wear dresses so I didn't want to spend too much. I was pleasantly surprised!

I've had really good luck at Ross if you have one near you. Not necessarily the highest quality, but inexpensive and a surprisingly good selection of plus size dresses and clothing. Our Macy's and Nordstrom both have stopped carrying plus size dresses in store, which makes me rage but that's another story. Good luck with your shopping!
@themommymonster - I have a dress *very* similar to the one below without sleeves, and in a different color (from Dress Barn, though!) and it is seriously the most flattering dress ever. The ruching hides my gut and I get tons of compliments on it!
Also, check out eloquii if you are willing to give online shopping a chance. Nordstrom just started carrying eloquii as well but I'm not sure if it's in-store or online only.

Now, stupid question, how do you style it? I am not exactly a girly girl. Like, should I wear hose or tights? Just bare legs? Chunky necklace? We have a Charming Charlies. They have inexpensive jewelry, right?
The description says it's aubergine in color - the pic makes it look like it has nude dots? So I'd go nude shoes. I'm clueless on accessories. I'll punt to others, as I'm totally buying it and will need help accessorizing.

Another vote for Dress Barn. Modcloth has a great return policy and selection if you change your mind on online. I bought six dresses there to try on for a Christmas party and returned four with no issues at all.
