When we did the formula to milk switch, I never put the milk in a bottle. Only a cup. And we phased it out 1 feeding at a time over a month. If they wanted milk, they got the cup.
We didn't have an issue (so maybe this method won't work for you) but I wouldn't put milk in a bottle. It makes more sense to just disconnect the bottle at the same time you're doing the milk swap. She'll get it, especially if she's eating food-food now.
Oh we also used the GrowUp Cups which I highly recommend (and I have the contact at the company to get extra valves, they get chewed on). They felt like big kids. Downside -- they couldn't use straws until almost 2yrs old lol.
lol Joanna never held her own bottle, and neither does E. We do use glass, so that might have made a difference (heavier), but it's not like they've tried very hard either.
By sippy do you just mean one w/ a spout or have you tried straw cups too? J didn't get the tipping action required w/ a sippy, but she took to a straw cup quickly.
Between sippy and straw cups, we have, like, eight of them now!
Wait it out? DD held her own bottle even when she was pretty small and happily switched to sippy cups right at a year, so we were totally unprepared for DS's refusal to hold his own bottle or use a sippy. We gave it another couple of months with bottles, and around 14mo he started using the sippy cup just fine. Never did hold his own bottle though, the butt.
She's smart! She has everyone else working for her so she doesn't have to do anything!
DD#1 was like this, too. We wound up doing sippys with straws, so she didn't have to tilt them and those worked better. Then we got some of those throwaway cups that have a sippy top and they worked well as they were lightweight and the milk came out without much effort.
This is the issue I have with L. She has a number of soft-topped sippies and straw cups. She wants us to hold the cup for her, and only rarely tips it herself. Straw cups are for chewing on.
She is frustrated because she wants to be walking, but gets mad when we try to help her walk. She loves cruising, pulling up, pulling stuff down...but no steps.
DD was super picky about this as well but she would do the Take N Toss (cheapo) sippy cups in the smaller size. Then she moved on to an open cup pretty quickly. Honestly I tried to drink from some of the other sippy cups myself and they do kind of suck. Some of them really take a lot of effort to get anything out of.

Is she just refusing to drink out of it or is she having a hard time operating? J refused milk from a straw cup until we dropped the bottles entirely. She would drink water from them though.
E won't even hold a straw cup. Talk about lazy! She just wants me to hold it for her while she sips.
I think it's a combination of refusal and difficulties.
I know she has a hard time with no-spill cups. It seems tough for her to get any liquid out because these require a lot of strength and force to suck.
However, with easy flow, she just laughs and shakes the cups and gets water all over herself. It's incredibly fun for her.

It sounds like we are leading parallel lives. LOL.
misotiny's new thing is standing (pretty sturdily) and pumping her arms up and down, so I shout, "Raise the roof!" and she keeps doing that and laughing.
Now she does this every time I say, "Raise the roof!"

Does she/did she do the thing where you hold her and she just slides down your side? It seemed like forever before J would make any effort to hang on, and E is the same way (even worse).

Just this week, I discovered that she is actually HOLDING ON TO ME now. I find this progress so remarkable. Like, whoa, she is actually consciously holding me.
