This is one of my favorite restaurants in Madrid and is about 15 walk from Retiro Park. It is about 20 euros for a meal. Not sure if that is what you were looking to spend.

I don't have any real restaurant recs, but I loved El Tigre tapas bar in Madrid. As long as you buy euro beers they will keep feeding you. It's awesome. We are enough that we didn't need a separate dinner.
I've never met a tapa I didn't like in Madrid. However, it appears that my favorite non-jamon place in Madrid has closed since I was last there in spring of 2013. (Motha, on Calle de Santa Maria, in case it reopens.)

Cuisine du bar is a great light lunch or breakfast. We ate there almost everyday as it was directly across from our apartment. It's Poilane's restaurant so the bread is guaranteed delicious. www.cuisinedebar.com/en/index.php
In Paris: Chateaubriand Spring Le Verre Vole Spring Pain Vin Fromage if you like fondue or they have wonderful cheese plates
In Madrid: we ate at a lot of markets & a 2 star Michelin restaurant that was fantastic. Unfortunately my friend planned the whole trip since she was living there so I cannot remember the name even though I just tried to look it up.
